With the 2025 NFL season rapidly approaching, it is time to start thinking about which teams will be contenders this season. And football is a team sport, to be clear, but some positions impact the game more than others.
With that in mind, we are looking at the NFL QB rankings for 2025 based on a recent survey taken at NFL training camps by ESPN. They asked NFL execs, coaches, and scouts for their 2025 NFL QB rankings and these are the results.

The survey from ESPN’s Jeremy Fowler got responses from over 70 NFL coaches, executives, and scouts. It was expanded beyond the 2025 NFL QB rankings but for today’s purposes we are only looking at the rankings. This group below of the 10 best NFL QBs of 2025 was described by Fowler as being part of “a golden era for young quarterbacks.”
10. Baker Mayfield: Tampa Bay Buccaneers

First up in the NFL insider rankings is Tampa Bay Buccaneers quarterback Baker Mayfield.
Through two seasons with the Buccaneers, Baker has been fantastic with a 19-15 records in Tampa. And despite going 0-1 in the NFL Playoff last season, Baker Mayfield had a 146.5 QBR in that game.
9. Jalen Hurts: Philadelphia Eagles

The reigning Super Bowl MVP, Jalen Hurts, came in at #9 in the NFL insiders 2025 NFL QB rankings. Hurts is statistically one of the most accurate passers in the NFL which was a crucial component in Philly’s 2024 success.
8. Jared Goff: Detroit Lions

Is this Goff’s year to get the Lions to the Super Bowl? I want to believe. We all want to believe.
Goff has previously been ranked as high as #5 in Fowler’s NFL insider QB rankings and came in at #8 this year (9 last year), with one NFC coach saying that Jared Goff has “developed into one of the game’s best pure passers.”
7. Justin Herbert: Los Angeles Chargers

Justin Herbert has the most passing yards through five season of any QB in NFL history. That alone should put him a little higher in these rankings, IMHO, but the NFL insiders/execs/coaches rated him as the 7th best.
One AFC exec remarked that Herbert has “always been a top-5 to -8 QB — accurate to all levels, athletic, sound decision-maker.”
6. Matthew Stafford: Los Angeles Rams

Matthew Stafford and his pearly whites come in at #6 in the 2025 NFL QB rankings. Evidently, being 37-years-old isn’t an issue to league execs these days after seeing Tom Brady win a Super Bowl with Tampa at 43 years old.
Stafford is a great locker room guy, he’s tough and stays uninjured, and knows how to control a game.
5. Jayden Daniels: Washington Commanders

If he is able to remain healthy, Jayden Daniels figures to be a top-5 quarterback in the NFL for years to come.
The 2024 NFL Offensive Rookie of the Year led the Commanders to a 12-5 regular season and went 2-1 in the Playoffs with a 97.9 passer rating in the postseason.
4. Lamar Jackson: Baltimore Ravens

Lamar Jackson has been firmly entrenched in the top-5 during his career and has even made it to the #1 spot in the past. The two-time NFL MVP can beat opposing defenses with his feet and his arm. Baltimore has entirely retooled their offense around him and it’s worked out thus far.
3. Joe Burrow: Cincinnati Bengals

Joe Burrow got a taste of the Super Bowl in 2021 when the Bengals lost 23-20 to the Los Angeles Rams. They were lucky to be there after overcoming a 21-3 deficit in the AFC Championship game to win 27-24 in OT.
Burrow is a fantastic quarterback. We know this. He was the NFL Comeback Player of the Year last season after throwing 43 touchdowns. He looks to be able to repeat that going forward this season.
2. Josh Allen: Buffalo Bills

Josh Allen has been in the top 4 every year he has been in the NFL insiders survey and this year he is ranked as the #2 quarterback in the NFL.
Josh Allen has an NFL MVP (2024) but he is still missing a Super Bowl victory. Could this be the Bills’ year?
1. Patrick Mahomes: Kansas City Chiefs

Nathan Ray Seebeck-USA TODAY Sports
Standing in the way of the success of other AFC quarterbacks in recent years has been Patrick Mahomes. He is a 3-time Super Bowl champion and 3-time Super Bowl MVP.
The 2x NFL MVP should be considered the #1 quarterback in the league until he plays his way out of the position and that does not seem likely at any point in the near future. He is that dude.
