The 2025 NFL season is upon us. To pick up where we left off last season we are ranking all 32 starting NFL quarterbacks for the 2025 season with today’s NFL quarterback power rankings.
To be clear, all of the QBs in this quarterback power rankings are capable of elite play. They are, by default, the 32 best quarterbacks on earth at any given time and that’s what has landed their names in these power rankings. But with that said, there are levels to this.
Power Ranking All 32 Starting NFL Quarterbacks For The 2025 Season
For the first NFL Starting Quarterback Power Rankings of the 2025 season we break it out into 4 tiers and count down from #32 to #1. So let’s get to it!
Tier 4 Quarterbacks: 32-20
These are the first quarterbacks to either move up the NFL starting quarterback power rankings or get demoted to the bench. We have a lot of rookie QBs in Tier 4 as well as the dinosaurs of the league who may not be listening when those closest to them suggest it might be time to retire… I think you know who I’m talking about here.
32. Spencer Rattler – New Orleans Saints

© Matthew Hinton-Imagn Images
Spencer Rattler was just recently announced as the New Orleans Saints’ starter for their 2025 campaign which kicks off against the Arizona Cardinals. Rattler was in a heated battle with rookie QB Tyler Shough during the preseason which doesn’t come off as a major endorsement of his skills in New Orleans.
Week 1 will mark the 7th career start for Rattler. Last season he had an average QBR of just 37.1 while throwing for 4 TDs and 5 INTs in 7 games played (6 starts). Rattler will have to hustle in order to keep his job as the Saints starter as they’ll face the 49ers in Week 2 and travel to face the Bills in Week 4.
31. Aaron Rodgers – Pittsburgh Steelers

Barry Reeger-Imagn Images
The 4-time NFL MVP award winner and Super Bowl XLV champion + MVP, Aaron Rodgers, comes into this season at 41 years old and he is with his third team in 4 years. Rodgers is not the same quarterback he was 10 years ago. Everyone seems to be able to see that but Aaron himself.
Rodgers’ threw 28 TDs and 11 INTs for the Jets in 2024, tossing 3,897 yards through the air. He has never been a runner but only scrambled for 107 yards through 17 games where the Jets only won 5 games. The entire NFL world will be watching Pittsburgh to see if Aaron can show flashes of brilliance after learning a new offense in a short period of time or if the experiment blows up in the Steelers’ face in Week 1.
30. Drake Maye – New England Patriots

© David Butler II-Imagn Images
Coming into his sophomore season, Drake Maye has a lot on his plate. This is a ‘make or break’ season for him after averaging just 55.2 QBR last season.
The former #3 overall pick out of UNC threw for 15 touchdowns and 10 interceptions in 13 games so he did better than the league average of 13-16 INTs per season. But New England is a proud fan base who spent years spoiled by the greatest QB in league history and ‘better than average’ will not cut it in New England. ESPN has his ranked 22nd at his position which seems like a stretch.
29. Daniel Jones – Indianapolis Colts

© Robert Goddin-Imagn Images
After a few dismal outings in 2024, Daniel Jones was benched by the Giants to make room for Tommy DeVito. Shortly afterward, he asked the Giants on November 22 to be released and was granted his wish.
Jones will start for the Indianapolis Colts this season after beating out Anthony Richardson for the job. Whatever the Colts saw in training camp impressed them enough. During his six season with the jets, Jones showed a lot of mobility. He rushed for 708 in 2022. He has also impressed with ball security and rarely fumbles the ball while also avoiding interceptions.
28. Russell Wilson – New York Giants

Sam Greene/The Enquirer / USA TODAY NETWORK via Imagn Images
Replacing the man above this season is Russell Wilson who threw for 2,482 in his lone season with the Steelers, including 16 TDs and 5 INTs. Now, after spending 10 seasons with the Seahawks where he won Super Bowl XLVII and led the league in passing TDs in 2017, Wilson finds himself learning a new playbook for the third time in three seasons.
At 36-years-old, Russ should have years left in the tank but constantly adjusting to a new system would be a strain on any quarterback let alone a 36-year-old veteran set in his ways. Also, have you taken a look at the Giants’ WR depth chart? Russ could falldown these NFL power rankings pretty quickly…
27. Justin Fields – New York Jets

© Rich Barnes-Imagn Images
After the departure of Aaron Rodgers, Justin Fields will take over as the New York Jets starting quarterback. He is an elite rushing QB and ran for 1,143 yards with the Bears in 2022. He only started 6 games for the Steelers last season but went 4-2 in those games and had a passing completion percentage of 65.8.
One thing about Justin Fields is he’s a playmaker. When the team looks stuck he can find ways to move the ball and get them out of it. But that can also blow up in his face at times. The Jets might be the right fit for him to rehab his career but only time will tell.
26. Joe Flacco – Cleveland Browns

© Ken Blaze-Imagn Images
Joe Flacco’s list of accolades is a mile long. He’s a Super Bowl champion, holds the NFL record for the most passing TDs in a single postseason, and is entering his 17th NFL season!!
The Cleveland Browns needed a veteran QB to come in and run the offense. They’ve got some major weapons on the offensive side of the ball that will help Flacco along. But he is 40-years-old and let’s be honest, he is not Tom Brady. At some point, the age will show.
25. Michael Penix Jr. – Atlanta Falcons

Dale Zanine-Imagn Images
The former #8 overall pick out of Washington, Michael Penix Jr., started three games for the Falcons last season going 1-2 in those games. In his 5 appearances, he threw for 3 touchdowns and 3 interceptions with an average QBR of 78.9 Did he get it done on the ground? Absolutely not. Michael Penix Jr. only ran the ball 7 times for 11 yards and he fumbled the ball twice.
The NFC South will be looking to feast on the sophomore QB who has Kirk Cousins as his veteran backup, ready on a moment’s notice to come into the game if Penix falters.
24. Cam Ward – Tennessee Titans

© Mark Zaleski / The Tennessean / USA TODAY NETWORK via Imagn Images
The #1 overall pick in the 2025 NFL Draft, Cam Ward, comes into Nashville with sky-high expectations. He was a stud with the Miami Hurricanes last season and Washington State before that, leading to his #1 overall selection.
During his college days, Cam Ward set the collegiate TD record with 71 FCS touchdowns and 87 FBS touchdowns for a combined 158. He went 10-2 with Miami last season but lost to Syracuse in the final week of the season to miss out on a spot in the ACC Championship, a title the Hurricanes have still never won. Ward cleaned it up on the awards circuit, winning the Davey O’Brien and Manning Awards, finishing 4th in Heisman voting.
He will now be the target of every NFL defensive veteran looking to welcome him to the league. It will be a trial by fire. The Titans open their season on the road against the Broncos and the NFL world will learn a lot about his preparedness then.
23. J.J. McCarthy – Minnesota Vikings

© Matt Krohn/Imagn
The Minnesota Vikings have good reason to be excited about J.J. McCarthy as their starting quarterback coming into the 2025 season. He was drafted 10th overall in 2024 and named backup to Sam Darnold, he then threw two TDs in his preseason appearance but his ‘knee soreness’ turned out to be a torn meniscus and he was shutdown to have it surgically repaired.
I’ve previously underwent both meniscus surgery and rehab on a second tear and I’m currently in the best shape of my life so I don’t see that injury as any reason to worry about McCarthy at all. At Michigan, J.J. was a stud. He would extend plays with his pocket presence and composure, never panicking and making boneheaded plays. His accuracy was otp notch. The Vikings have a great squad this season and he will slip into the team with ease.
22. Bryce Young – Carolina Panthers

Bob Donlan - Imagn Images
At 5’10”, 204 pounds, Bryce Young is built like a first-year QB and by that I mean a freshman in high school. But his size has never held him back and there’s no reason to believe it will this season.
The 2023 NFL Draft #1 overall pick out of Alabama started 16 games for the Panthers in his rookie season and 12 games last season. Carolina has a favorable schedule to start the season, opening up against the Jaguars (A), Cardinals (A), Falcons (H), and Patriots (A). But he will be tested on the road.
A major area of optimism around Bryce Young is how he’s learned to avoid getting sacked. His sacks went down by over half from his rookie to sophomore season. Similarly, he fumbled the ball 11 times as a rookie and just 5 last season. So his ability to hold onto the ball is vastly improved.
21. Bo Nix – Denver Broncos

Ron Chenoy - Imagn Images
Denver Broncos quarterback Bo Nix enters his sophomore season after throwing for 3,775 passing yards and 29 touchdowns as a rookie starter. He only threw 12 interceptions to his 29 TDs which were a Broncos rookie record.
Nix also ran for 430 yards and coughed up the ball twice on the season. So he has quick legs to use, a cannon of an arm, and good ball security. The Broncos have every reason to be excited about him after a year under his belt. After going 10-7 in the regular season, Bo led the Broncos to the playoffs where he only managed 144 passing yards and 1 TD but 0 INTs. He will be hungry to bring his team back to the postseason and I fully expect him to rise up the NFL QB Power Rankings this season.
20. Caleb Williams – Chicago Bears

© Kamil Krzaczynski-Imagn Images
Caleb Williams had flashes of brilliance in his rookie campaign but the Chicago Bears still managed to go just 5-12 on the season. Williams threw for 3,541 yards (a rookie record) and had 20 touchdowns (another rookie record) to just 6 interceptions. He was doing a lot!
Williams set a rookie NFL record for consecutive passes thrown without an interception at 354 but… This is the Chicago Bears. They can never field a complete team… His WR squad of DJ Moore, Rome Odunze, and Luther Burden III leaves a lot to be desired.
Tier 3 Quarterbacks: 19-15
The Tier 3 quarterbacks are often on the move between Tier 2 and Tier 4. They have elite skills but may not be as consistent as their peers. There will be a lot of movement throughout the season in this category among the NFL Starting Quarterback Power Rankings.
19. Kyler Murray – Arizona Cardinals

Rob Schumacher/The Republic-USA TODAY NETWORK via Imagn Images
Kyler Murray is an elite rusher and has the ability to create plays out of thin air as everything is breaking down. When he’s on his best game, he is a problem for defenses. Marvin Harrison Jr. looks to have a bust out season and Arizona could go deep this year if Murray is at his best.
Kyler threw for 3,851 yards last season which was his best in the past 5 seasons, only surpassed by his sophomore season. Murray has figured out how to take less sacks as he’s matured and looks ready to have a fantastic season in his 7th NFL campaign.
18. Trevor Lawrence – Jacksonville Jaguars

Corey Perrine/Florida Times-Union-USA TODAY NETWORK via Imagn Images
The former #1 overall pick, Jacksonville Jaguars quarterback Trevor Lawrence, is coming off a season where he only started 10 games due to various injuries and ailments but when he is healthy he is elite.
Jacksonville has continued to add pieces to their team to bolster the squad, even if they often overpay for those pieces, but the addition of Travis Hunter will be massive for Trevor. He threw for over 4,000 yards in his 2nd and 3rd seasons in the league, his last two full seasons, and will get back to top form in 2025.
17. Sam Darnold – Seattle Seahawks

© Stephen Brashear-Imagn Images
Veteran Sam Darnold is entering his 7th NFL season, his first with the Seahawks, and his 4th new team in 4 seasons. He is coming off a STRONG season with the Vikings in 2024 where they brought him in after the J.J. McCarthy injury and Darnold went 14-3, threw for 4,319 yards, 35 touchdowns (12 INTs), and rushed for 212 yards. He was also sacked a dangerous 48 times.
The Seahawks signed Darnold to a 3-year contract, which will allow him to get comfortable in the offense, but he obviously has no difficulty adjusting after his incredible season last year in Minnesota. Look for him to put up big numbers in Seattle.
16. Dak Prescott – Dallas Cowboys

Dale Zanine - Imagn Images
Dak Prescott has been one of the most consistent quarterbacks in the NFL throughout his career. He is a proper veteran.
Does he have the extra gear to take the Dallas Cowboys to the Super Bowl? Well, Jerry Jones certainly doesn’t care about putting weapons around Dak but that doesn’t mean he isn’t throwing to thin air. CeeDee Lamb remains one of th NFL’s best wide receivers, as is George Pickens.
Prescott only appeared in 8 games last season after injuring his hamstring in Week 9 which led to surgery. He will look to get back to being the model of consistency in 2025.
15. Matthew Stafford – Los Angeles Rams

© Kirby Lee/Imagn
A lot of analysts are high on Matthew Stafford going into the season with many having him just below Tier 1. I’m not as convinced. At 37-years-old, he’s no spring chicken. He also came into Training Camp injured and has seen fewer reps than others but he is a proper veteran, a Super Bowl champion, and that won’t impact him as much as it would others.
The Rams have a wide receiver squad full of ballers and that will be huge for him. Stafford ranked 13th in the NFL last season with 3,762 passing yards and was tied for 15th with 20 TDs. I think we will see similar numbers from him in 2025 as we did in 2024 with possible regression.
14. Tua Tagovailoa – Miami Dolphins

Sam Navarro-Imagn Images
When he is healthy and not taking hits, Tua Tagovailoa is a Tier 2 QB with Tier 1 potential. But he rounds out Tier 3 frankly because of his proclivity to take hits resulting in concussions.
In 2023, Tua threw for 4,624 yards. He had 3,548 passing yards in 2022. He’s never been one to rely on his legs but that is probably a good thing. Tua is a highly accurate passer and led the NFL in 2022 with a 71.9% completion percentage. If he can get back to that form than he’s a top-10 quarterback this season.
Tier 2 Quarterbacks
These quarterbacks are all incredible. They can get their teams to the NFL playoffs. They will get their teams to the NFL Playoffs. All of them are trying to break through to the Elite category and many of them have the tools to get there but they just haven’t made that jump to truly elite quarterback play just yet.
13. Geno Smith – Las Vegas Raiders

© Mark J. Rebilas-Imagn Images
Geno Smith has been a baller the past three seasons. He’s thrown for 4,282, 3,624, and 4,320 yards respectively over the past three seasons with Seattle but this will be his first with the Las Vegas Raiders and he is hoping to come in as a gunslinger.
He throws a lot of TDs and minimizes his interceptions. Geno brings a veteran presence into the locker room and has confidence and patience in the pocket.
12. Jordan Love – Green Bay Packers

Benny Sieu-Imagn Images
I think by season’s end, Jordan Love could emerge as one of the elite quarterbacks in the NFL. This will be his third season a starter and over the past two seasons Love threw for 57 TDs and 22 INTs. He protects the ball, has an eye for playmaking, and the Packers protect him.
He has a quick release which allows him to avoid taking costly sacks. And with a speedy wide receiver corps he can overwork defenses. Love went from taking 30 sacks in 2023 to 14 sacks in 2024. A massive improvement going forward.
11. Brock Purdy – San Francisco 49ers

© Cary Edmondson-Imagn Images
Despite Brock Purdy having the 10th smallest hands of any QB in NFL history he has seen considerable success over the past two seasons. Purdy threw for 4,280 yards in his sophomore season and 3,864 last year. 2024 did see a slight uptick in INTs and Sacks, taking 1 more in each category, but that is almost certainly something he will have been working on during the offseason.
Purdy’s signature characteristic is his calmness in the pocket. He doesn’t blow up plays by panicking and he is both accurate and efficient with his throws. The 49ers know they have a reliable franchise quarterback in Brock and he has impressed over the past two seasons.
10. Jared Goff – Detroit Lions

© Junfu Han / USA TODAY NETWORK via Imagn Images
The Detroit Lions certainly have their eyes set on the Super Bowl this season and they will need Jared Goff’s best in order to get there. Goff ranked 2nd in the NFL last season with 4,629 passing yards, 4th with 37 TDs, and he has 12 interceptions to go with that.
This will be Goff’s 5th season withe Lions and he has thrown for over 4,400 yards the past 3 seasons. Whether or not the Lions make a deep run into the Playoffs depends on Goff and everything he’s shown so far suggests he’s up to the task.
9. Justin Herbert – Los Angeles Chargers

Kyle Terada-Imagn Images
Chargers quarterback Justin Herbert, the ‘Ultimate Football Guy,’ has been just on the cusp of Tier 1 during his NFL career. He has thrown for 21,093 yards in 5 seasons and has 173 touchdowns to just 45 interceptions. There’s no reason to believe he will slow down at all this season.
Herbert has one of the strongest throwing arms in the league. He can air it out and he does it with precision. As a 6’6″, 236-pound QB he has a commanding presence. I look for him to climb the NFL QB power rankings in the coming weeks.
8. C.J. Stroud – Houston Texans

© Thomas Shea-Imagn Images
The #2 overall pick in 2023, C.J. Stroud, is phenomenal when he is playing his best game. Stroud has one of the best Football IQ’s in the game and incredible timing with his throws.
On short routes, C.J. Stroud is a surgeon with his accuracy and that has produced 7,835 passing yards in his first two seasons with Houston. He could emerge as a Tier 1 quarterback by the end of this season. In order to do that he will need to take fewer sacks this season, he was hit 52 times during the 2024 season.
7. Baker Mayfield – Tampa Bay Buccaneers

© Jayne Kamin-Oncea-Imagn Images
Baker Mayfield and the Tampa Bay Buccaneers have had a symbiotic relationship since his arrival. He needed a solid offense and they needed a reliable gun slinger.
Mayfield ranked 3rd in the NFL last season with 4,500 passing yards and he was tied for 2nd with 41 passing TDs. That’s all while several of his top targets went out with injuries throughout the season. Baker has thrown over over 9,500 passing yards in two seasons with the Buccaneers and looks to bring Tampa Bay back to the Super Bowl this season.
6. Jalen Hurts – Philadelphia Eagles

© Mark J. Rebilas-Imagn Images
The last of the Tier 2 QBs is reigning Super Bowl champion quarterback Jalen Hurts who is a dual-threat quarterback who threw for 2,903 yards last season and 18 TDs (5 INTs) but he also ran for 630 yards and had 14 touchdowns on the ground thanks to Philly’s now-iconic tush push play.
He is a veteran at this point, and does not panic in the pocket. Jalen’s 103.7 quarterback rating last season was the highest of his career.
Tier 1 Quarterbacks: The League’s Elite
5. Joe Burrow – Cincinnati Bengals

Phil Didion/The Enquirer / USA TODAY NETWORK via Imagn Images
Joe Burrow has been an elite quarterback for his entire career. He has established himself as one of the most accurate passers in the league and is able to drop the ball on a dime in his receiver’s hands.
With an elite set of wide receivers including Ja’Marr Chase and Tee Higgins, Burrow racks up passing yards and threw for 4,918 in 2024 along with 43 touchdowns and just 9 interceptions. Burrow is the kind of player that were he in Dallas the Cowboys might actually get back to the Super Bowl one day. He is that dude.
4. Jayden Daniels – Washington Commanders

© Kirby Lee-Imagn Images
The newcomer to Tier 1 is newly-minted ‘elite’ quarterback Jayden Daniels. He started all 17 games for the Commanders last season, won Offensive Rookie of the Year, and went 2-1 in the Playoffs, a spot that Washington hopes to surpass next season.
In his rookie campaign, Jayden threw for 3,568 yards with 25 touchdowns and 9 interceptions. He did take 47 sacks though which could be cause for concern if that number doesn’t go down this season. He is a dual-threat quarterback and can beat defenses with his arm and legs. Jayden looks to remain in the ‘elite’ QB category for years to come.
3. Patrick Mahomes – Kansas City Chiefs

© Mark J. Rebilas-Imagn Images
The league’s top 3 quarterbacks really deserve a category of their own. Here we have Patrick Mahomes, a 3x Super Bowl MVP and two-time NFL MVP.
At this point, nobody has more Super Bowl experience and winning experience in the league than Patrick Mahomes. Perhaps the only reason Patrick isn’t #1 in the NFL Starting Quarterback Power Rankings is because his numbers have regressed for three seasons in a row, across passing yards and touchdowns. Is there any reason to be worried about Patty? Absolutely not. He’ll be back in the Playoffs this season.
2. Lamar Jackson – Baltimore Ravens

Robert Deutsch-Imagn Images
At #2 in the NFL Starting Quarterback Power Rankings we have Baltimore Ravens QB Lamar Jackson who is such a dual-threat quarterback they built the entire offense around his versatility. He has won the NFL’s Most Valuable Player award twice, was the NFL’s passing touchdowns leader in 2019, passer rating leader in 2024, and he also beats teams with his legs.
Lamar Jackson had 915 rushing yards last season and 4 TDs on the ground, so it is not as if he’s stealing TDs at the goal line, his longest rush was 48 yards last season. It will be a legitimate shocker if Lamar Jackson isn’t in the MVP running again this season.
1. Josh Allen – Buffalo Bills

Denny Medley - Imagn Images
Right now, if you are starting an NFL franchise from scratch it would be Josh Allen that you want to build around. His 6’5″, 237 pound frame holds up to pressure from defenses. He has a rocket of an arm. And can beat defenders with his legs and pocket presence.
It’s almost easier to call out what Josh Allen isn’t perfect at versus what he’s good at because he really excels at everything he does with the ball. If anything, he could find more consistency week over week and he could release the ball quicker.
Allen will hope to finally break through to a Super Bowl win this season after winning the 2024 NFL MVP award. The Super Bowl is always the goal but now that he is the reigning MVP, it’s all that is left for him.
And thus concludes the first 2025 NFL Quarterback Power Rankings for all 32 Starting Quarterbacks in the NFL to start the season. Where did we go wrong? What did we get right? Let me know in the Facebook comments or email me anytime at cass@brobible.com.
