Yesterday, Vince McMahon held a press conference to reveal his vision for the new iteration of the XFL. While speaking to the media, McMahon explained that he was going to exclude players who have had a criminal history from joining the league.

McMahon said the “quality of human being” will be key in his new league. He said players with arrest records won’t be allowed in.
“You want someone who does not have any criminality whatsoever associated with them. And in the XFL, even if you have a DUI, you will not play in the XFL,”
Before McMahon’s press conference Manziel seemed pretty hyped about joining the new league but then quickly soured on the idea when it was clear that he may be excluded by the XFL because of his past.

Despite Vince McMahon’s strong stance against having players with criminal records in the new XFL it turns out that Johnny Manziel has yet to be ruled out by the XFL according to a report by ESPN’s Darren Rovell.
Clarification: Johnny Manziel has not been specifically ruled out of playing in the XFL at this time.

It would be dumb for McMahon to exclude big stars like Manziel from their new league but it’s clear that the new XFL is going to be “PG” and much more “family friendly” than the XFL we all grew up with.
