Oregon was fired up after a late hit on Dante Moore knocked its starting quarterback out of the college football game against USC with a severe concussion and understandably so. However, the Ducks could’ve (and maybe should’ve) been penalized for unsportsmanlike conduct during the ensuing scuffle.
A coach left his own sideline to accost a group of Trojans on the other side of the field.
Because the college football officiating crew was preoccupied, it did not see the impermissible behavior. And by the time a nearby referee noticed what was happening, his only response was to deescalate the situation. He chose not to throw a flag.

The incident in question took place during the first half on Saturday. USC defensive back Desman Stephens made a late hit on Oregon quarterback Dante Moore, which was called for targeting. The preseason Heisman Trophy candidate was knocked unconscious. His body went into the fencing response.
Meanwhile, Stephens celebrated the hit while the opposing quarterback laid motionless on the ground. It was a terrible look for the program that ultimately led to a one-game suspension. Although Dan Lanning admitted that Moore slid too late, he reamed USC for its behavior and condemned the dirty hit during his postgame press conference. The Ducks were furious.

Both sides were separated before the situation escalated to a full-blown brawl. The game eventually continued after a ~30-minute delay to give Moore the medical attention he needed.
Lanning gave his team an emotional speech while his staff attended to his quarterback. Oregon gave incredible on-field access.
Meanwhile, a member of his staff wandered over to the opposite sideline.

If you watch the NBC broadcast closely, you can see an Oregon staffer accost a group of USC athletes while Moore laid on the ground. He wandered away from the injured player to chirp in the face of an opponent and even made (minimal) contact.

Officials chose not to throw a flag. There was a lot going on. I don’t blame the staffer for being upset.
With that being said, it was against the rules of college football. Coaches are expected to operate from their team area and should be called for unsportsmanlike conduct if they taunt an opponent or conduct actions that interfere with game administration. This specific assistant coach could also be penalized for making physical contact and/or threatening behavior. He shouldn’t be there.
Given the situation, I don’t know whether a flag was warranted. I don’t have an issue with how the official shooed the coach away.
