Photos from the set of 'The Batman: Part II' could hint at one of the film's villains
Production on The Batman: Part II continues in the United Kingdom, with filming most recently taking place in London. Video posted by one fan has seemingly hinted at one of the film’s potential villains.
While filming has been underway all summer and the cast has been confirmed, unlike 2022’s The Batman, the villain of the 2028 sequel has thus far been kept under wraps.
As a result, it’s been speculated that Sebastian Stan could be playing anyone from Harvey Dent to Victor Zsasz, while speculation has suggested Scarlett Johansson could be playing Poison Ivy and Andrea Beaumont (featured in Batman: Mask of the Phantasm) despite the trades reporting that she’s playing Harvey Dent’s wife.
Another villain fans have been keeping an eye on since The Batman has been the Court of Owls, given the film’s focus on institutional corruption in Gotham City. And based on these latest leaks, those fans may have been on to something.

Video from the set of The Batman: Part II in London posted to Instagram by @robymav shows a group of extras holding a protest outside of an apparent courthouse as Robert Pattinson exits. One protestor could be seen holding a sign that reads “Court of Fouls,” which fans believe is a reference to the villainous Gotham City group the Court of Owls: essentially the Illuminati of Gotham.
Extras could also be seen holding signs that read “Court of Oligarchs,” “Oligarchs Gotta Go,” “Eat the Rich,” and “One Day the Poor Will Have Nothing.”

The Court of Owls was introduced in Scott Snyder and Greg Capullo’s landmark 2011 comic run and has since become one of the most celebrated additions to Batman’s mythology.
In short, Gotham has been secretly controlled for centuries by a cabal of its oldest and wealthiest families, operating from the shadows and using a group of trained assassins called Talons to eliminate anyone who threatens their power. Bruce Wayne himself eventually becomes one of their targets as the Court views him as a threat to their hold on the city.
The Batman: Part II opens February 18, 2028.
