Oregon Man Named Loony Toon Sentenced To Prison After Traffic Stop Leads To Police Chase

A judge sentenced an Oregon man named Loony Toon to 20 years in prison for multiple charges following a traffic stop and subsequent police chase. That’s right. His name is Loony Toon.

Technically, his full name is Loony John Franklin Kolb Toon, and on Thursday, he pled guilty in Clackamas County Circuit Court to multiple felony charges.

Authorities levied the charges against him after a traffic stop last year turned into a police chase with Loony Toon firing shots at pursuing officers.

Loony Toon almost got away with it, until he didn’t

According to Clackamas County’s website, on June 20, 2025, Loony Toon fled a traffic stop just before 3 a.m. and opened fire on three Milwaukie police officers who were pursuing him.

During the traffic stop, a police officer learned that Toon had an outstanding felony warrant. At that point, another officer put spike strips beneath the back tires of Toon’s to stop him from fleeing. They didn’t work because Toon reversed the vehicle, ran over the spike strips, backed into a police car, and drove away on Highway 224.

After crashing and abandoning his vehicle, Toon fled onto the Eastmoreland Golf Course, where he temporarily escaped custody. On June 23, 2025, police apprehended him in Sandy, Oregon.

“This was an incredibly dangerous incident,” said Clackamas County Deputy District Attorney Rebecca Wareham Portlock. Toon “showed callous disregard for every single person in his path … and endangered the lives of four police officers.”

A judge sentenced Loony Toon to 20 years in prison on four counts of attempted assault in the first degree with a firearm, unlawful use of a firearm, felon in possession of a firearm, and escape in the second degree. He must also pay restitution to the City of Milwaukie for damaging a police car and to the owner of another car that was hit by bullets.

He will also plead guilty to outstanding criminal charges in Washington, Benton, Yamhill and Columbia counties. Sentences in those counties run concurrent with the 20-year Clackamas County sentence.
